This letter provides information on emission requirements applicable to 1996 model year Saturn vehicles.
New York and Massachusetts Emission Requirements: All new 1996 Saturn cars sold for registration in New York and Massachusetts are required to meet California emission requirements. To meet these requirements, NG1 "NEW YORK/MASSACHUSETTS EMISSIONS" should be ordered for 1996 vehicles that will be registered in New York or Massachusetts.
Emission Ordering Options: The following emission options will be used for 1996 model year Saturn vehicles.
FE9 FEDERAL EMISSIONS. Use for ordering vehicles that will be registered in all states except California, New York and Massachusetts.
YF5 CALIFORNIA EMISSIONS. Use for ordering vehicles that will be registered in California.
NG1 NEW YORK/MASSACHUSETTS EMISSIONS. Use for ordering vehicles that will be registered in New York or Massachusetts.
Emission Bypass Ordering: An emission override option will be required in cases where a retailer orders a 1996 emissions configuration that is not legal for vehicle registration in the state in which the retailer is located. The retailer is responsible for verifying that the purchaser intends to register the vehicle in a state that permits the emissions configuration ordered by the retailer.
NB8 Required when FE9 FEDERAL EMISSIONS is ordered by a retailer located in California, New York, or Massachusetts for a purchaser who will be registering the vehicle outside California, New York, or Massachusetts.
NC7 Required when YF5 CALIFORNIA EMISSIONS or NG1 NEW YORK/ MASSACHUSETTS EMISSIONS is ordered by a retailer located in any state except California, New York, or Massachusetts for a purchaser who will be registering the vehicle in California, New York, or Massachusetts.
50-State Emission Certification: The following chart is a preliminary list of 1996 Saturn products certified to meet the emission requirements of all fifty states. Fifty state emission vehicles are ordered in the same manner as other vehicles (i.e., order FE9 for Federal customers, YF5 for California customers and NG1 for New York and Massachusetts customers)

EPA Policy on the Sale of California Emission Vehicles: The U.S. Environmental Protection Agency (EPA) has not yet issued its policy for the 1996 model year. Based on discussions with EPA, Saturn expects the 1996 EPA policy to be as follows:
EPA will allow retailers in California and in contiguous states (i.e., Arizona, Nevada and Oregon) to sell any vehicles that meet California emission requirements (i.e., YF5 CALIFORNIA EMISSIONS) to any purchasers.
EPA will allow retailers in New York, Massachusetts, Connecticut, Maine, New Jersey, New Hampshire, Pennsylvania, Rhode Island and Vermont to sell any passenger cars and trucks less than or equal to 6000 lbs GVWR that meet California emission requirements (i.e., NG1 NEW YORK/ MASSACHUSETTS EMISSIONS) to any purchaser.
Should EPA issue a policy that differs from the above, Saturn will notify you.
