USED CAR CERTIFICATION ELIGIBLE MODEL YEARS

SUBJECT: Used Car Certification Eligible Model Years/ Ineligible Vehicles --------------------------------------------

IMPORTANT: This service bulletin contains information regarding eligibility changes for certification under the Used Cars from Saturn program. Please be sure that all appropriate Retailer Team Members receive a copy of this bulletin (FOM, FSM, and Used Car Manager).

Eligible Vehicles:

For the 1997 model year, mileage and model year eligibility parameters for red label certification continue to be vehicles in service no greater than 60,000 miles or five model years.

Ineligible for Saturn Certirication:

Effective November 1, 1996, 1992 model year Saturn vehicles will no longer be eligible for certification under the Saturn Used Car Process (only 1993 through 1997 vehicles are eligible). The Saturn system will not accept 1992 model year vehicles after October 31, 1996 Vehicles that exhibit one or more of the following are ineligible for red label certification:

* Older than five model years

* Over 60,000 miles

* Significant body or engine modifications

* Lowered, special flaring, front tow bars, aftermarket sunroofs, and/or turbocharged engines

* Wheels and tires are greater or less than standard Saturn sizes.

* Branded/Salvage titles (salvage, flood, junk, rebuilt)

* New cars scrapped from transit with Manufacturer's Statement of Origin (MSO)

* Existing damage or evidence of previous inadequately repaired damage that is cost prohibitive to repair

* Odometer reading is suspect

* Canadian vehicles are ineligible for Red Label Certification.

Previously, involuntarily repurchased vehicles were ineligible to be certified. Effective immediately, vehicles that have been voluntarily or involuntarily repurchased will be eligible for certification (except for a few specific cases and for specific reasons). At times, Saturn may elect not to allow certification of a specific vehicle. In such cases, the Retailer will be advised of the vehicle's ineligibility for certification and will have the choice of retaining the vehicle for sale without certification, or have Saturn retain ownership and take appropriate disposition action regarding the vehicle. This change in policy is a result of an FOT decision to enhance the disclosure process that is currently being utilized. The strengthened disclosure process is forthcoming.

Please note: This service bulletin supersedes all previous communications regarding red label certified used car eligibility. All retailers will receive a "Used Cars from Saturn Administration Guide" in the next few months.
