General Motors of Canada Limited has determined that certain 1994 Chevrolet Lumina Minivan and Pontiac Trans Sport model vehicles equipped with the optional power sliding door fail to conform to Canada Motor Vehicle Safety Standard (CMVSS) 208, "Seat Belt Installations". The shoulder belt for the passenger side, second row seat may become "pinched" between the back of the seat and the door trim pillar (center or "C" pillar) trim. As a result, the shoulder belt may not retract properly and in the event of a vehicle crash, injury to the seat occupant could occur. These vehicles have an optional built-in child seat (RPO AD8 or AD9) installed next to the power sliding door.
To correct this condition, dealers are to replace the door frame pillar (center or "C" pillar) trim panel with a redesigned trim panel. In addition, a caution label will be applied to the passenger side, second row seat advising the owner not to install the seat to the passenger side of any other vehicle equipped with the optional power sliding door.
Involved are certain 1994 Chevrolet Lumina Minivan and Pontiac Trans Sport model vehicles built within the following VIN breakpoints:
1994 Chev. U-Van Tarrytown "T" RT100035 RT136139 1994 Pont. U-Van Tarrytown "T" RT200008 RT224557
IF YOU HAVE INSTALLED AN OPTIONAL BUILT-IN CHILD SEAT IN ANY VEHICLE EQUIPPED WITH A POWER SLIDING DOOR YOU MAY HAVE INADVERTENTLY RENDERED THE VEHICLE OUT OF COMPLIANCE WITH A CANADIAN SAFETY STANDARD (STANDARD NO. 208). BE SURE TO CONTACT ANY SUCH OWNER AND REQUEST THAT THEY BRING THEIR VEHICLES FOR THIS CAMPAIGN SERVICE PROCEDURE.
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of die affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.
100% OF PARTS REQUIRED TO COMPLETE THIS CAMPAIGN WILL BE PRESHIPPED TO INVOLVED DEALERS OF RECORD. THIS PRESHIPMENT WILL OCCUR CURING THE WEEK OF JUNE 20, 1994. PARTS RECEIVED FOR RECENTLY TRANSFERRED VEHICLES SHOULD BE FORWARDED BY THE ORIGINAL DEALER (WITH AN ACCOMPANYING PHONE CALL) TO THE DEALER THAT RECEIVED THE TRANSFERRED VEHICLE.
ANY DEALER ORDERS FOR CENTER PILLAR TRIM PANEL KITS RECEIVED BY GMSPO DURING THE FIRST 45 DAYS AFTER RELEASE OF THIS RECALL WILL BE CANCELLED. ADDITIONAL MATERIAL MAY ONLY BE OBTAINED BY CONTACTING THE TECHNICAL ASSISTANCE CENTER (TAC) AND PROVIDING THEM WITH YOUR DEALER CODE AND THE INVOLVED VEHICLE IDENTIFICATION NUMBER (VIN) FOR VERIFICATION.

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

For those vehicles rendered out of compliance as stated in the "SPECIAL NOTICE's" on page 2, enter claim for trim panel replacement as warranty operation.
Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 40% to cover parts handling.
1. Remove right hand, third row seat (if equipped) and fold right hand, second row seat forward.
2. Remove right hand wheel house upper trim assembly (Figure 1, Item 1).
3. Remove upper and lower seat belt anchor bolts (Figure 1, Item 2) from center pillar trim assembly.
4. Remove Center ("C") pillar trim panel (Figure 1, Item 3).
5. Clean power sliding pulley assembly (Figure 1, Item 4) of dust and dirt, and remove yellow sticker if present. Shaded area shown in Figure 1 is area to be cleaned.
6. Remove backing from black foam tape supplied in kit (Figure 1, Item 5) and install above and in front of pulley assembly (Figure 1, Item 4).
7. Thread seat belt webbing through slots in new trim panel (Figure 1, Item 6) and install trim to Pillar.
8. Reinstall seat belts using bolts removed in step 3 above and torque bolts to 42 N.m (31 lb. ft.). Be certain belt is not twisted.
9. Reinstall wheel house upper trim assembly, and second and third row seats.
10. While seated in the passenger side, second row seat, buckle up seat belt and release three (3) times to check operation of belt system.
11. Install label from kit to passenger side, second row seat as shown in seat illustration portion of Figure 1.
12. Install Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
