General Motors has determined that certain 1995 Pontiac Grand Am model vehicles equipped with 2.3L engines (RPO L02; VIN 'D'), automatic transaxles, and Federal Emissions (RPO NF2) were inadvertently distributed to, and subsequently sold in California/Massachusetts. These vehicles may be releasing air pollutants which exceed California standards.
To correct this condition, dealers are to replace the MEM-CAL (part of the Powertrain Control Module or PCM), the catalytic converter and downpipe assembly, the emissions (tune-up) label, and insert corrected information on the service parts identification (SPID) label.
Involved are the following 1995 Pontiac Grand Am models equipped with 2.3L engines (R.P.O. LD2; VIN 'D') and automatic transaxles:

Involved vehicles will be listed on the involved dealers May month end with complete owner name and address data.
A preshipment of all parts required to complete this campaign will be sent to involved dealers the week of May 13, 1996. Preshipped parts will be charged to the dealers' open account. If additional parts are required they should be obtained from General Motors Service Parts Operations (GMSPO). Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO Customer Special Order.

Customers will be notified of this campaign on their vehicles by phone by Pontiac Customer Assistance Center. The copy of the customer letter included with this bulletin will only be used for those customers not reached by phone.
All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by malling to such owners a copy of the owners lefter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification lefter.
California dealers are reminded that they must provide vehicle owners with a campaign "Proof of Correction Certificate' when performing the emission campaign so owners can prove to the California Department of Motor Vehicles (DMV) that the emission campaign was performed. Failure to provide the owner with the certificate may cause a delay in the owner being able to renew their vehicle registration and may cause owner dissafisfaction.
Please confirm that service staff are currently trained in providing the certificate and that certificate pads are on hand.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
1. Install new EPROM following the procedure in section 6E3-Cl, pages 7 and 8, of the 1995 service manual.
2. Replace the catalytic converter-downpipe assembly, 2 (two) gaskets, and 5 (five) bolts following the instructions in section 6F, pages 3 and 4, of the 1995 service manual.
3. Open hood and install new emissions (tune-up) label on passenger side strut tower (engine compartment) as follows:
* Use a clean, dry cloth to wipe dirt, oil, etc. from the label currently on the vehicle.
* Remove backing from new label.
* Apply new label over existing label. Smooth the label by starting at the center of the label using a clean dry cloth.
* Remove air bubbles by carefully puncturing the bubble with a pin and smoothing them with a cloth.
4. Open trunk and lift spare tire compartment cover. Using a ball point pen, insert corrected information and the campaign number on the service parts identification (SPID) label on the underside of the spare tire compartment cover as shown on the illustration.
5. Install Campaign Identification Label.
CALIFORNIA VEHICLES Cross out the FE9 AND NF2 codes. Write in NB7, VGB and YF6. Write 95-C-70 on the label.
MASSACHUSETTS VEHICLE Cross out the FE9 AND NF2 codes. Write in NB7 and NG1. Write 95-C-70 on the label.
Each label provides space to print the campaign number and the five digit dealer code of the dealership performing the campaign. Insert this information with a typewriter or a ball point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible when the hood is raised. Be sure to apply the clear protective plastic cover over the label.

A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion,

Install new MEM-CAL, catalytic converter 96 V9915 0.8* and downpipe assy, emission (tune-up) label, and modify service parts identification (SPID) label.
ADD: For Campaign Administrative Allowance, add 0.1 hours to the "Labor Hours". This entry will not require authorization.
The "Parts Allowance" should be the sum total of the current GMSPO Dealer Net price plus 40% dealer handling allowance.
FAILURE CODE 96 MUST BE USED WITH THE LABOR OPERATION.
Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labor operation as outlined.
Repairs submitted for vehicles not involved in the campaign will not be paid. Campaign completion will be recorded from "PROPERLY COMPLETED AND PAID WARRANTY CLAIMS." Customers are being asked to present the customer reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed
