CAMPAIGN: FRONT SHOULDER BELT RETRACTOR {LOOSE SPRING COVER}

TO: ALL CHEVROLET DEALERS

THIS BULLETIN IS BEING REISSUED TO SUPERSEDE PRODUCT CAMPAIGM BULLETIN 85C23 DATED APRIL, 1986. UPON RECEIPT OF THE REISSUED BULLETIN 86C23(A), DESTROY 85C23. THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT, AS AMENDED, PROVIDE S THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. A FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNERS MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION. TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNERS ARE BEING INSTRUCTED TO CONTACT THE NEAREST CHEVROLET ZONE OFFICE IF THEIR DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION. DEFECT INVOLVED GENERAL MOTORS HAS DETERMINED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN SOME 1983, 1984 AND 1985 CHEVROLET CAMARO MODELS. IN SOME OF THESE VEHICLES, DISLOCATION OF A SPRING COVER IN THE SHOULDER BELT RETRACTOR WILL ALLOW THE SHOULDER BELT TO BE EXTENDED BUT WILL NOT ALLOW IT TO RETRACT AGAIN. WHILE THE INERTIAL FEATURE THAT "LOCKS" THE SHOULDER BELT IN THE EVENTOF AN ACCIDENT AND THE OPERATION OF THE LAP BELT ARE NOT AFFECTED, IF THE AMOUNT OF SLACK INTRODUCED IN THE SHOULDER BELT IS MORE THAN RECOMMENDED IN THE OWNER'S MANUAL IT IS LIKELY THAT THE INJURIES TO THE UPPER BODY AND HEAD WILL BE INCREASED IN THE EVENT OF AN ACCIDENT. COMPUTER LISTINGS CONTAIN THE COMPLETE VEHICLE IDENTIFICAITON NUMBER, OWNER NAME AND ADDRESS DATA, AND ARE FURNISHED TO THE INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW-UP WITH OWNERS INVOLVED IN THIS CAMPAIGN. THESE LISTINGS MAY CONTAIN OWNERS NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN. ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN WAS NOT SHIPPED ANY INVOLVED VEHICLES. OWNER NOTIFICATION OWNERS WILL BE NOTIFIED OF THIS CAMPAIGN ON THEIR VEHICLES BY CHEVROLET MOTOR DIVISION (SEE COPY OF OWNER LETTER INCLUDED WITH THIS BULLETIN). DEALER CAMPAIGN RESPONSIBILITY DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD. WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING OR RELEASING THE VEHICLE. OWNERS OF VEHICLES RECENTLY SOLD FROM YOUR NEW VEHCILE INVENTORY ARE TO BE CONTACTED BY THE DEALER, AND ARRANGEMENTS MADE TO MAKE THE REQUIRED MODIFICATION ACCORDING TO INSTRUCTIONS CONTAINED IN THIS BULLETIN. PARTS INFORMATION PARTS REQUIRED TO COMPLETE THIS MODIFICATION ARE TO BE OBTAINED FROM GENERAL MOTORS WAREHOUSING AND IDSTRIBUTION DIVISION (GMWDD). TO ENSURE THAT THESE PARTS WILL BE OBTAINED AS SOON AS POSSIBLE THEY SHOULD BE ORDERED FROM GMWDD ON A C.I.O. ORDER WITH NO SPECIAL INSTRUCTION CODE, BUT ON AN ADVISE CODE (2). PART NUMBER QUANTITY PER VEHICLE #DESCRIPTION 20681871 2 SEAT BELT RETRACTOR RETAINER. (PACKED 10 IN PACKAGE) WHEN REQUIRED, PART NUMBERS IDENTIFYING FRONT SEAT SHOULDER BELT RETRACTOR ASSEMBLIES MAY BE FOUND IN YOUR CURRENT PARTS CATALOGUE. SERVICE PROCEDURE *USING THE INSTALLATION PROCEDURE BELOW, INSTALL A RETAINER ON ONE OR BOTH SHOULDER BELT RETRACTORS, UNLESS PLASTIC SPRING CAP IS RETAINED BY TWO SCREWS OR A METAL BAND.(SEE FIGURE 1). TO AVOID SOILING THE VEHICLE INTERIOR, ALL EQUIPMENT (INCLUDING TECHNICIAN'S HANDS AND ATTIRE) USED FOR THE REPAIR PROCEDURE MUST BE CLEAN. VEHICLE SHOULD BE AT ROOM TEMPERATURE TO AVOID CRACKING OF PLASTIC TRIM. *1. INSPECT BOTH FRONT SEAT BELT RETRACTORS TO BE SURE THEY ARE OPERATIONAL. IF ONE OR BOTH RETRACTORS DO NOT FUNCTION PROPERLY OR ARE INOPERATIVE, REPLACEMNT SHOULD BE PERFORMED. DO NOT ATTEMPT TO REPAIR THE RETRACTOR ASSEMBLY. STOP AND MAKE CERTAIN YOU HAVE THE PROPER REPLACEMENT SEAT BELT RETRACTORS BEFORE PROCEEDING WITH ANY DISASSEMBLY. REPLACEMENT SHOULD BE PERFORMED, PER THE CHEVROLET CAMARO SERVICE MANUAL, PAGE 9-2 OF THE "BODY SERVICE" SECTION. *DENOTES CHANGE *2. REMOVE REAR UPPER GARNISH MOLDING, COAT HOOKS, SUNSHADE SUPPORT BRACKETS, WINDSHIELD SIDE GARNISH AND ROOF RAIL MOLDING, COURTESY LAMPS, AND SHOULDER BELT ESCUTCHEON. *3. REMOVE HEADLINING TO GAIN ACCESS TO SHOULDER BELT RETRACTORS. *4. INSPECT PLASTIC SPRING CAPS ON LEFT SIDE OF EACH RETRACTOR. UNLESS PLASTIC SPRING CAP IS RETAINED BY TWO SCREWS OR A METAL BAND, INSTALL RETAINER AS FOLLOWS. *5. IF THE SMALL CIRCULAR PLASTIC SPRING CAP ON THE LEFT SIDE OF EACH SHOULDER BELT RETRACTOR IS NOT FULLY SEATED, USE A SCREWDRIVER OR APPROPRIATE TOOL AND PRESS SPRING CAP TO RETRACTOR FRAME. *6INSTALL RETAINER ON RIGHT SIDE OF VEHICLE. REFER TO FIGURES 1 AND 2. FIRST INSTALL HOOKED END OF RETAINER IN NOTCH ON FORWARD EDGE OF RETRACTOR FRAME. THEN SNAP OTHER END OF RETAINER OVER REAR EDGE OF RETRACTOR FRAME. RETAINER MUST BE POSITIONED AS IN FIGURE 2. *7INSTALL RETAINER ON LEFT SIDE OF VEHCILE USING PROCEDURES DESCRIBED IN STEPS 5 AND 6. *8. REPOSITION HEADLINING AND, PRIOR TO REINSTALLING OTHER COMPONENTS, PULL OUT SHOULDER RETRACTOR WEBBING AND RELEASE AS A FINAL CHECK OF BELT OPERATION. BELTS SHOULD RETRACT FREELY. *9. COMPLETE INSTALLATION BY REINSTALLING COMPONENTS REMOVED IN STEPS 2 AND 3. *10. INSTALL CAMPAIGN IDENTIFICATION LABEL. *DENOTES CHANGE. APPLICABLE PART NUMBER CAN BE FOUND IN YOUR CURRENT PARTS CATALOG. SEAT BELT RETRACTORS REPLACED MUST BE HELD BY THE DEALER FOR PHYSICAL INSPECTION AND SCRAPPING BY A CHEVROLET REPRESENTATIVE. DEALERS WILL AUTOMATICALLY RECEIVE THE CORRECT LABOR ALLOWANCE BASED ON THE LABOR OPERATION. REFER TO THE CHEVROLET CLAIMS PROCESSING MANUAL FOR DETAILS ON PRODUCT CAMPAIGN CLAIM SUBMISSION. *DENOTES CHANGE. CAMPAIGN INDENTIFICATION LABEL EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE FIVE DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN. EACH CAMPAIGN IDENTIFICATION LABEL IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER. APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN DRY SURFACE.
