General Motors has determined that some 1992 Pontiac Bonneville model vehicles were produced at Wentzville Assembly Plant with incorrect certification labels. The vehicle certification label located on the left-front (driver) door of these vehicles was printed with "03/91" in the "date" (month/year of manufacture) space rather than the correct "03/92" date.
To correct this condition, a new certification label is to be affixed to each affected vehicle. Since a new certification label can be easily installed and to reduce owner inconvenience, new certification labels will be sent directly to owners of record. Owners may install the new label or ask a dealer to do the service. Dealer service is to be done at no charge to owners.
If our records do not indicate an owner of record for a vehicle, then the new certification label will be provided to the dealer.
Dealers are to install the new furnished label on all vehicles on his VIN list, which our records indicate are in dealers' stock as directed in the Service Procedure of this bulletin. In addition, dealers are to install any label that an owner personally requests dealer assistance for this service. If an owner should request dealer assistance, the campaign modification is to be performed at no charge to the owner.
Involved are certain 1992 Bonneville model vehicles built at Wentzville Assembly Plant within the following VIN breakpoints:
Model Up To Year Beginning And Including ----- --------- ------------- 1992 N1292988 N1294457
Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Owners will be notified of this campaign on their vehicle by Pontiac Division (see copy of Owner Letter included with this bulletin).
All unsold new vehicles in dealers' possession and subject to this campaign must be held at dealers and repaired per the service procedure of the campaign bulletin before owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Certification Labels will be sent to all owners of record along with an owner letter July 16, 1992. For vehicles that have not been reported as sold, the labels are included with this bulletin to the dealer. Owners have been instructed to either install the labels themselves or take their vehicles in for label installation by their dealers.
If a duplicate label is required call Pontiac Division, Pontiac, MI -- 313-857-6038.
1. Open driver's door and verify that the Vehicle Identification Number (VIN) of the new certification label is the same as the existing label (see illustration for location).
If the VIN of the new certification label is different than the existing label, contact your zone office to arrange to receive the correct label.
If the VIN of the new certification label is the same as the existing label, follow the remaining steps of this procedure and install the new label.
2. Clean the surface of the old label with soapy water and wipe dry. Remove protective backing from new label, and carefully apply to vehicle over old label.
DO NOT ATTEMPT TO REMOVE OR LOOSEN THE NEW LABEL ONCE IT HAS BEEN APPLIED, AS THIS WILL DAMAGE THE LABEL AND MAKE IT ILLEGIBLE.
3. Install Campaign Identification Label.
Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number, the five digit dealer code of the dealer performing the campaign service, and the date the vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. Install the label only on a clean, dry surface of the radiator baffle where it is readily visible. (Additional campaign labels are available on stationery order as Form 7201-709.)
A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion.
DEALERS SHOULD SUBMIT WARRANTY CLAIMS FOR CREDIT IN THEIR NORMAL MANNER WHEN THEY PERFORM THE SERVICE AS FOLLOWS: *Other Failure Labor Labor Labor Operation Code Operation Hours Hours ---------- ------- --------- ----- ----- Install New Certification Label 96 V7560 0.2 0.1
* In addition dealerships will receive 0.1 hours credit for dealer administrative services associated with this campaign. The 0.1 hours allowance is to be entered in the "Other Labor Hours" field with each campaign repair listed for credit. This entry will not require authorization.
Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labor operation as outlined.
Repairs submitted for vehicles not involved in the campaign will not be paid.
Campaign completion will be recorded from "PROPERLY COMPLETED WARRANTY CLAIMS." Owners are being asked to present the owner reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed.

WHAT WE WILL DO
To correct this condition, a new label is to be affixed to each affected vehicle. We have enclosed a new label for your vehicle. You may install this label yourself or take the label and your vehicle to a Pontiac dealer for installation at no charge to you.
WHAT YOU SHOULD DO
Instructions for installing this label are given on the back side of this letter. The time to install the new label is approximately five (5) minutes.
If you install the new label, rather than asking your dealer to do it or if you have sold or traded your vehicle, please let us know by completing the postage paid owner reply card and returning it to us. This will assist us in assuring that all affected vehicles have been corrected and also will eliminate the necessity for bothering you with follow-up notifications.
We are sorry to cause you this inconvenience; however, we have taken this action in the interest of your continued satisfaction with our products.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
