A new control assembly has been developed to correct the blower coming on too soon in -7 DEG to 15 DEG C (20 DEG - 60 DEG F) ambient temperatures.
This change was incorporated in the 1990 vehicles in Production after October 1, 1989.
The new control assembly can be used on 1989 vehicles and will incorporate the following features into the 1989 models, in addition to the change in blower operation.
1. Outside temperature, when selected, will remain displayed after ignition cycle.
2. Defrost mode may be selected from the steering wheel controls.
3. The system will not switch from a manually selected mode to "auto" mode with ignition cycle.
To correct these conditions, use the appropriate part number listed below:
Part No. - 16137829 - For 1989 or 1990 vehicles with heated rear window.
Part No. - 16137830 - For 1989 or 1990 vehicles without heated rear window.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
