A durability feature on 1990 Oldsmobile Eighty-Eight models is a chip resistant material applied to the lower portion of the vehicle body, which is then covered by the vehicle's paint finish. We have found that on some of these vehicles, the adhesion between the two materials may be inadequate. On the affected cars, this condition may result in flaking or chipping of the paint finish from these lower portions of the vehicle body.
Involved are certain 1990 Oldsmobile Eighty-Eight model vehicles within the following VIN breakpoints: Beginning Through and Plant VIN Including ----- --------- ----------- Flint LH332800 LH336050
General Motors will refinish all areas of the lower portion of the vehicle body in which the chip resistant material was applied should those areas exhibit excessive chipping or flaking of the basecoat/clearcoat finish.
This special policy covers both materials and labor for a period of three (3) years from the date the vehicle was originally placed in service, regardless of mileage.
This "Special Policy Adjustment Bulletin" should be filed in the three ring binder previously furnished to dealers by General Motors.
Owners of vehicles involved in this special policy will be notified by Oldsmobile Division. See copy of the owner letter included on the rear cover of this bulletin.
1. Remove the basecoat/clearcoat from areas shown in illustrations. In some cases, the basecoat/clearcoat can be effectively removed by using a tape and pull method or an air hose to blow it away from the chip resistant material.
Use proper eye and respiratory protection.
2. Solvent wipe and tack-off area.
3. Refinish areas by using recommended basecoat/clearcoat application procedures specified for the materials being used.
The following materials or their equivalent are recommended:

Oldsmobile regrets this problem, and in the interest of customer satisfaction, has adopted the following Special Policy:
Oldsmobile will pay for refinishing all areas of the lower portion of the vehicle body in which the chip resistant material was applied if these areas exhibit excessive chipping or flaking of the paint finish. This service will be performed by your oldsmobile dealer at no charge to you.
This Special Policy covers both materials and labor for a period of three (3) years from the date the vehicle was originally placed in service, regardless of mileage.
We suggest you keep this letter and place it in your instrument panel compartment, along with the Owner's Manual, Maintenance Schedule, and Warranty Booklet.
