Effective immediately, it is requested that SIR (supplemental inflatible restraint) parts listed in this bulletin, replaced for any reason other than deployment, be returned to the listed source. This request is being made so that General Motors and its suppliers can best satisfy our customers' expectations concerning quality.
This request includes 1988-1989 Eighty-Eight and 1989 Ninety-Eight cars equipped with the SIR option.
This request for the return of pans in no way implies that repairs or replacements will be covered under warranty beyond the original General Motors New Car Limited Warranty Coverage. Parts replaced beyond the warranty period should be returned only if the customer has no desire to retain the parts.

These parts are to be returned to the designated source until further notice. The parts are to be repackaged in the service parts package and returned to the appropriate address. This is especially important when returning the Inflator Module to utilize the approved shipping carton the replacement part was received in. Deployed inflator Modules should be scrapped using normal scrapping procedures.
The following procedures should be followed when handling and shipping undeployed inflator modules:
Live (Undeployed) Inflator Modules
Special care is necessary when handling and storing a live (undeployed) Inflator Module. The rapid gas generation produced during deployment of the air bag could cause the Inflator Module, or object in front of the inflator Module, to be thrown through the air in the unlikely event of an accidental deployment.
When carrying a live inflator Module, make sure the bag and trim cover are pointed away from you. in case of an accidental deployment, the bag will then deploy with minimal chance of injury. When placing a live Inflator Module on a bench or other surface, always face the bag and trim cover up, away from the surface. This is necessary so that a free space is provided to allow the air bag to expand in the unlikely event of accidental deployment, otherwise personal injury may result. Also, never carry the Inflator Module by the wires or connector on the underside of the module.
Shipping Procedures for Live (Undeployed) Inflator Modules
The transportation of uninstalled Inflator Modules is regulated by the Hazardous Materials Regulations of the U.S. Department of Transportation (DOT) and most state governments. Special procedures are required for transportation. GENERAL MOTORS RECOMMENDS THAT THE DEALERS AND REPAIR SHOPS CHECK WITH THE HAZARDOUS MATERIAL SECTION OF THEIR RESPECTIVE STATE POLICE AUTHORITY FOR APPLICABLE SHIPPING REQUIREMENTS.
For all shipments on public roads, the DOT has classified the uninstalled Inflator Module as a flammable solid under a special exemption process. It should always be shipped and stored in the approved cardboard container in which it is purchased. The container should be marked with 'Flammable Solid, n.o.s., UN 1325, DOT-E8236" and labeled with the specffied red and white flammable solid label. Each shipping location must have a copy of the exemption on file. A shipping paper (e.g., a customer receipt) must accompany each shipment and identify the module as "Flammable Solid, n.o.s., UN1325, DOT- E8236". Transportation storage, and handling of the module should be in accordance with the exemption and the requiremnts for a DOT flammable solid. Do not expose the module to heat, open flame, impact, friction, or electrical charge.
Inflator Module Scrapping Procedures
Failure to follow proper SIR Inflator Module disposal procedures can result in air bag deployment which may cause personal injury. Undeployed Inflator Modules must not be disposed of through normal refuse channels. The undeployed Inflator Module contains substances that can cause severe illness or personal injury of the sealed container is damaged during disposal. Disposal in any manner inconsistent with proper procedures may be a violation of federal, state, and/or local laws. It is the responsibility of those handling and disposing of the modules to ensure they comply with all applicable laws, rules, and regulations.
Claims are to be submitted using Labor Operation T4627 with Trouble Code 92. Freight expense must be listed in the sublet column. The dealer is responsible to retain and make available upon request the original paid receipts for freight costs.
