THIS BULLETIN IS BEING ISSUED TO AID IN DIAGNOSING INTERMITTENT ELECTRICAL CONDITIONS THAT MAY OCCUR. THESE CONDITIONS ARE USUALLY SHORTS TO GROUND AND MAY OCCUR IN ANY CIRCUIT THAT HAS A WIRE ROUTED UNDER THE INSTRUMENT PANEL.

THERE ARE TWO AREAS WHERE THE WIRING HARNESSES MAY RUB AGAINST METAL BRACKETS. THESE AREAS ARE SHOWN IN THE ILLUSTRATION.

USING THE SERVICE MANUAL ILLUSTRATIONS IN SECTION 8A, DETERMINE WHETHER THE WIRES FOR THE CIRCUIT YOU ARE WORKING ON GO THRU THE AREAS SHOWN. IF THEY DO, USE THE FOLLOWING PROCEDURES TO GAIN ACCESS TO THE AREAS:

1. DISCONNECT THE NEGATIVE BATTERY CABLE.

2. TO GAIN ACCESS TO THE AREA NEAR THE I.P. SUPPORT BRACKET, REMOVE THE LEFTHAND SOUND INSULATOR. REMOVE THE LOWER STEERING COLUMN FILLER PANEL. FINALLY, DISCONNECT THE LARGE CONNECTOR TO THE STEERING COLUMN.

3. TO GAIN ACCESS TO THE AREA BEHIND THE GLOVE BOX, OPEN THE GLOVE BOX, THEN REMOVE THE GLOVE BOX ASSEMBLY.

4. CHECK FOR AND REPAIR ANY DAMAGED WIRES USING THE PROPER PROCEDURES, AS SHOWN IN SECTION 8A OF THE SERVICE MANUAL.

5. IF THERE IS EVIDENCE OF CONTACT, MOVE THE HARNESS AS FAR AWAY FROM ANY METAL EDGES AS POSSIBLE AND SECURE WITH A TIE STRAP TO PREVENT ANY FURTHER CONTACT. IF THE WIRES CANNOT BE MOVED, PROTECT BOTH THE BRACKET EDGES AND THE HARNESS WITH A HEAVY TAPE, SUCH AS 3M LINERLESS SPLICING COMPOUND #2242 OR EQUIVALENT. REGULAR ELECTRICAL TAPE IS NOT HEAVY ENOUGH FOR THIS PURPOSE.

6. REPLACE ANY COMPONENTS REMOVED TO GAIN ACCESS TO THE AREAS ABOVE.

7. RECONNECT NEGATIVE BATTERY CABLE.
