This bulletin revised the "WARRANTY CLAIM INFORMATION" section of Oldsmboile Product Campaign Bulletin 90-C-03, dated July 1990. Specifically, the labor time has decreased from 0.6 hours to 0.3 hours to perform the needed correction. This decrease in labor time is due to a miscalculation in the original time study. A subsequent labor time study has verified that the proper time is 0.3 hours.


The National Traffice and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to adequately repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the Oldsmobile Customer Assistance Center if their dealer does not remedy the condition within a five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

Defect Involved

General Motors has decided that certain 1988-90 Oldsmobile Cutlass Supreme Coupe model vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) 210 "Seat Belt Assembly Anchorages." The upper guide loop attachment fastener for the front seat shoulder belts could pull through the anchor plate at a load lower than that required by the Standard. In an accident, if the fastener pulls through the anchor plate, the shoulder belt would not correctly restrain the occupant.

To correct this condition, dealers are to replace all front shoulder belt guide loop attachment nuts according to the instructions contained in this bulletin.

Vehicles Involved

Involved are certain 1988-90 Oldsmobile Cutlass Surpreme Couple model vehicles. Confirm vehicle eligibility through GMVIS (GM Vehicle Inquiry System) before beginning recall repairs.

Involved vehicles have been identified by Vehicle Identification Number. Computer listings containing the complete Vehicle Identification Number, owner name and address data have been prepared, and are being furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

Dealer Campaign Responsibility

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to the instructions contained in this bulletin.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.

Owner Notification

Owners will be notified of this campaign on their vehicles by Oldsmobile Division (see copy of Owner Letter included with this bulletin). Mailing of owner letters will be scheduled as parts become available.

Parts Information

Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure that these parts are obtained as soon as possible, they should be ordered on a C.I.O. order with no special instruction code, but on advise code (2).

Service Procedure (Procedure to be performed on both sides)

  1. Lower the front door glass and remove (pry off) the plastic anchor nut cover from the anchor plate cover working from outside of the vehicle. Refer to Figure 2, View "A"
  2. Remove the nut and rubber washer from the guide loop stud. Retain the rubber washer for reinstallation. Refer to Figure 1.
  3. Notice: To prevent the guide loop from turning while removing the nut, rest a suitable tool between the guide loop and the window frame. Care must be taken to prevent paint damage to the window frame or damage to the plastic coating on the guide loop. Use of a shop cloth or other soft material will help reduce potential for damage. Refer to Figure 2, View "B".

  4. Insert the pilot shaft of cutting tool J 38973 into the anchor plate hole and while firmly pressing inboard, rotate the tool clockwise 360 degrees several times. Remove the tool and material cut away from the plastic anchor plate cover. Refer to Figure 2, View "C" and "D".
  5. Insert the new larger diameter nut, P/N 10169859, through the anchor plate and place the rubber washer over the shoulder of the nut (between the anchor plate and the guide loop).
  6. Putting the guide loop in place, thread the new nut onto the guide loop stud. Refer to Figure 1.

    Tighten
    Tighten the nut to 28 N·m (21 lb ft).

    Notice: To prevent the guide loop from turning while removing the nut, rest a suitable tool between the guide loop and the window frame. Care must be taken to prevent paint damage to the window frame or damage to the plastic coating on the guide loop. Use of a shop cloth or other soft material will help reduce potential for damage. Refer to Figure 2, View "B".

  7. Install the new plastic anchor nut cover, P/N 10180101, over the nut.
  8. Install the campaign identification label.

Campaign Identification Label

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen. Install the label only on a clean, dry surface of the radiator baffle where it is readily visible.

Claim Information

A separate repair order must be used for each vehicle. A complete warranty claim is to be kept as a permanent record of completion.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

Reason For This Recall

General Motors has decided that certain 1988-90 Oldsmobile Cutlass Supreme Coupe model vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) 210 "Seat Belt Assembly Anchorages." The upper guide loop attachment fastener for the front seat shoulder belts could pull through the anchor plate at a load lower than that required by the Standard. In an accident, if the fastener pulls through the anchor plate, the shoulder belt would not correctly restrain the occupant.

What Will Be Done

To correct this condition, dealers will replace all front shoulder belt guide loop attachment nuts. A new guide cover will aslo be installed at this time. This service will be performed for you at no charge .

What You Should Do

Please contact your Oldsmobile dealer as soon as possible to arrange a service date. Instructions for making this correction have been sent to your dealer and parts are available. The labor time necessary to perform this service correction is approximately thirty (30) minutes. Please ask your dealer if you wish to know how much additional time will be needed to process your vehicle. Until you return your vehicle to the dealer for repair, you should continue to use your seat and shoulder belts. Your Oldsmobile dealer is best equipped to obtain parts and provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date, and he does not remedy this condition on that date, or within five days, we recommend you contact the Oldsmobile Customer Assistance Center.

After contacting your dealer and the Oldsmobile Customer Assistance Center, if you are still not satisfied that we have done our best to remedy this condition without charge and within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street SW, Washington, DC 20590 or call 1-800-424-9393 (Washington, DC residents use 366-0123).

The enclosed campaign owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage-paid Owner Reply Car and returning it to us.
