General Motors has determined that a defect which relates to motor vehicle safety exists in all 1991 Oldsmobile Custom Cruiser station wagon model vehicles. These vehicles exhibit a condition in which the shoulder belt guide loop plastic covering may crack and expose the steel sub-plate. In the event of a vehicle crash, the exposed steel sub-plate could cut the safety belt webbing and result in an increased possibility and/or severity of injury to the affected seat occupant.
To prevent this condition from occurring, dealers are to install new shoulder belt guide loops on involved vehicles.

All unsold new vehicles in dealers' possession and subject to this campaign MUST be held at the dealers and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of mileage, age of vehicle, or ownership from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Dealers are to contact owners of vehicles recently sold from your new or used vehicle inventory and arrange for the campaign correction to be performed.
Inspect the belt webbings at the outboard seating positions in the front and second seat areas (four belt assemblies) for snags, cuts or excessive wear marks. If any of these conditions are present, replace affected retractor/belt assembly as described in section 10-11 of the 1991 Oldsmobile Custom Cruiser Service Manual.
For belts which do not exhibit snags, cuts or excessive wear marks, replace the guide loops following the "Guide Loop Replacement Procedure".
1. Remove the guide loop from the body lock pillar and pull out enough belt webbing to have the guide loop outside of the vehicle.
2. While wearing safety glasses, place the guide loop into the special tool J 39555 (View "A" , page 3) being certain to note the proper orientation of the guide loop into the tool.
3. Tighten the screw shaft of the tool until the guide loop breaks (View "B", page 3).
4. Carefully remove the webbing from the broken guide loop.
5. Insert webbing into a new guide loop between the ends of the loop (View "C", Page 3) and attach a new guide loop cover. For the front seat guide loops only, insert the cover between guide loop ends (View "D", page 4). For the second seat guide loops, install the cover between the guide loop and the pillar (View "F", page 4). Use the guide loop covers with the full back in the second seat locations. Be certain the new guide loop cover, when installed, is angled away from the trim and that belt webbing is not twisted.
6. Insert a new bolt (supplied with kit ) through the guide loop and cover, and then bolt to the body pillar. Torque to 40 N.m (30 lb. ft.). Use the two longer bolts (35mm shoulder) in the front seat locations, and the two shorter bolts (25mm shoulder) in the second seat locations. Close the guide loop cover over the guide loop . For front seats, see View "E", page 4; for second seats, see View "F", page 4.
7. Check to be sure the guide loop rotates freely and that the webbing passes easily through the loop and retracts properly.
8. Repeat this procedure until both front shoulder belt upper guide loops and both second seat shoulder belt upper guide loops have been replaced.
9. Install a Campaign Identification Label.
Each label provides space to print the campaign number, and the five (5) digit dealer code of the dealer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
To ensure that the parts your dealership may require are obtained as soon as possible, order them from GM Service Parts Operations (GMSPO) on a C.I.O. order, with NO special instruction code, but order on an advise code (2). Use the following part numbers:

The VIN list sent to dealers with involved vehicles indicates by codes the Guide Loop colors of involved vehicles; please order parts accordingly.
Order Retractor Assemblies only when required as a result of inspecting specific vehicles involved in this campaign. Do not use Retractor Assemblies "off-the-shelve" that do not match the latest part numbers specified by GMSPO.
GMSPO will provide instructions at a later date for the return of obsolete service safety belt retractor assemblies.
Each dealer was shipped a special tool, J 39555 (Shoulder Belt Guide Loop Cutter), from Kent-Moore, the week of July 6, 1992. The tool is furnished at no charge to the dealer. Each package will be identified by a orange label with black letters, that lists the tool number and Oldsmobile campaign number 91-C-09. Additional tools, if required, may be ordered from Kent-Moore and will be charged to the dealers open account. Fleet Warranty Stations may obtain information on how to purchase tools from Kent-Moore by calling 1-800-345-2233 and asking for the "order desk".

WHAT WE WILL DO
To prevent this condition from occurring, dealers are to install new shoulder belt guide loops in your vehicle. This service will be performed for you at no charge.
WHAT YOU SHOULD DO
Please contact your Oldsmobile dealer immediately to arrange a service date and so the dealer may order the necessary parts for the repair. Instructions have been sent to your dealer. Please ask your dealer if you wish an estimate of the total time needed to schedule, process and return your vehicle. Included would be time for a technician to perform the work required, which could range from forty-five (45) minutes to one and three-fourths (1 3/4) hours. You may have your vehicle serviced at the authorized Oldsmobile dealer of your choice.
Your Oldsmobile Dealer is best equipped to obtain parts and provide service to promptly correct your vehicle. However, if you take your vehicle to your dealer on the agreed service date, and they do not remedy this condition then or within five days, we suggest you call Oldsmobile Customer Assistance (1-800-442-6537). Deaf, hearing impaired, or speech impaired persons with telecommunications devices for the deaf (TDD/TTY) may contact Oldsmobile Customer Assistance at 1-800-TDD-OLDS (1-800-833-6537). They will assist you and the dealer in getting your vehicle corrected.
