CAMPAIGN UPDATE: SHOULDER BELT GUIDE LOOPS - INFORMATION

SUBJECT: SAFETY CAMPAIGN - SHOULDER BELT GUIDE

MODEL/YEARS: 1991-92 CUSTOM CRUISER

This bulletin supplements 91- 9 and should not be used for the initial campaign repair.

Several comments have been received concerning a 'lazy' or slow retraction of front seat belts after completion of Campaign 91-C-09. In understanding this condition, note that design of this seat belt system optimizes the balance between retraction rates and pressure levels on the occupants wearing the seat belt to provide a comfortable system. This can cause seat belt retraction rates to be light.

Performing Campaign 91 -C-09 on these seat belts is not intended to improve retraction rates. However, if the seat belt does not retract when pulled straight down between the seat and pillar, then it should be replaced. New seat belt assemblies have a slightly higher output retraction spring and a new production style nylon surface shoulder belt guide loop.

If an owner comments that front shoulder belt retraction is too slow or if a technician observes a seat back which retracts improperly after performing the campaign, make certain the guide loop cover is properly installed, the belt is not twisted, the guide loop rotates freely, and the webbing passes through the loop properly. If all of the above are correct and seat belt retraction is slow, replace the seat belt/retractor assembly with a service assembly.

If a retractor requires replacement, refer to the current GMSPO catalog for the correct application.

If it is necessary to replace the seat belt/retractor assembly, dealers should be careful to maintain proper torque on the retractor and anchor attaching fasteners. Also, DO NOT install the campaign guide loop to a replacement seat belt/retractor assembly since the guide loop supplied on new seat belt/retractor assemblies is made of different material and IS NOT subject to the campaign condition.

Several comments have also been received advising that shoulder belt guide loop cutter tool, J-39555, did not work properly. The problem may be the forcing ram of the tool not extending out far enough. If difficulty is experienced cutting belt guide loops with this tool, contact Kent-Moore at 1-800-345-2233 for a new update kit which will be supplied at no charge.

CAUTION:

Technicians are to wear safety glasses when using the cutter tool to help prevent possible eye injury when the guide loop breaks.

WARRANTY INFORMATION: Use the appropriate labor operation number for any replaced part from the original 91-C-09 Bulletin and resubmit with the appropriate claim type for a failed part.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
