CAMPAIGN: IMPROPER FUEL CAP SEAL - FAULTY MOUNT FLANGE

1984 P35 AND G35 CUTAWAY & HI CUBE VAN MODEL TRUCKS EQUIPPED WITH GASOLINE ENGINES AND CALIFORNIA EMISSIONS (RPO YF5)

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule a service date with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owner is being instructed to contact the nearest GMC Zone Office if their dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that certain 1984 P and G series trucks fail to conform to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 301-75 "Fuel System Integrity". Due to a manufacturing problem with the fuel tank filler pipe mounting flange, the fuel cap may not properly seal the end of the filler pipe. In the event of a collision impact, an improperly sealed filler pipe could allow fuel spillage in excess of the amount prescribed by FMVSS 301-75. Fuel spillage during and after a collision could result in a fire which may cause burn injuries to passengers.

To correct this noncompliance, different fuel caps are to be installed on all affected vehicles.

Since a fuel cap can be easily installed, and to reduce owner inconvenience, new fuel caps have been sent directly to owners of record. Owners may install the new cap or they may ask a dealer to do the service. Dealer service is to be done at no charge to owners.

If your dealership has vehicles involved in this Campaign, you will receive a VIN listing, and new fuel cap for each vehicle for which there is no owner of record. If a vehicle has been recently delivered, and the owner's name is not on your VIN listing, please contact the owner to have the fuel cap changed. It is your responsibility to see that the fuel caps are changed on recently sold vehicles.

VEHICLES INVOLVED

Involved are certain 1984 P35 and G35 Cutaway & Hi Cube Van model trucks equipped with gasoline engines and California emissions (RPO YF5) and built within the following assembly plant and VIN breakpoints:

The specific vehicles involved in this campaign have been identified by Vehicle Identification Number Computer Listings. These listings are furnished to all involved dealers with the campaign bulletin.

DEALER CAMPAIGN RESPONSIBILITY

This recall campaign is to be performed at no charge to owners on all affected vehicles regardless of time, mileage, or ownership. Dealers are to inspect and correct all affected vehicles in new and used vehicle stock prior to their sale.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehide Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by GMC Truck (see copy of Owner Letter included with this bulletin). A listing of owner names and addresses has been furnished to the involved dealers to enable dealers to follow up with owners involved in this campaign. This listing may contain owner names and addresses obtained from state motor vehide registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to this campaign.

SERVICE PROCEDURE

Install a new fuel filler cap (Part No. 15597861), identified by a red ring on the bottom side of the cap, on each involved vehicle.

PARTS INFORMATION

Parts required to complete this campaign will be mailed to the owners of record and to involved dealers by GMC Truck. Additional campaign parts can be obtained by contacting your Zone Office. Do not order parts from WDDGM.

If requested by an owner or to complete vehicles in your inventory, the $1.45 amount identified in the "Parts Allowance" column below represents 30% of dealer net for parts that were furnished by GMC Truck. This amount is to be

WARRANTY INFORMATION

Dealers should submit an accurately filled out Warranty Repair Order on each vehicle completed under this campaign.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle modified in accordance with the instructions outlined in this product campaign bulletin will require a "Campaign Identification Label". Each label provides a space to include the five (5) digit Dealer Code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean dry surface.

ADMINISTRATIVE PROCEDURE

Procedures covering this campaign are outlined in Section V of your dealership's "GMC Truck Claims Processing Manual" issued April, 1983.

Dear GMC Truck Owner:

Fuel spillage during and after a collision could result in a fire which may cause burn injuries to passengers.

To correct this noncompliance, a different fuel cap should be installed on the affected vehicles. We have sent a new fuel cap directly to you. For your convenience, you may install it yourself. Just put the new cap on and discard the old one.

If you prefer, you may arrange a service date with your GMC Dealer. They will be pleased to install the new cap for you at no charge.

If you decide not to install the new cap yourself, your GMC Dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact the nearest GMC Zone Office. The Zone Office will assist you and the dealer in getting your vehicle corrected. The locations and telephone numbers of the Zone Offices are listed in your Owners Manual.

After contacting your dealer and the Zone Office, if you are still not satisfied that we have done our best to remedy this condition without charge and within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, D.C. 20590, or call 800-424-9393 (Washington D.C. residents use 426-0123).

If you install the new fuel cap or if you have sold or traded your vehicle, please complete the enclosed postage paid owner reply card and mail it to us. This will assist us in assuring that all affected vehicles have been corrected.
