LACK OF PAINT ADHESION ANTI-CHIP SURFACES

An apparent stone chipping condition on the rocker panels, dog legs and behind the wheel openings, may be due to lack of paint adhesion of the anti-chip material on some 1983 Oshawa produced Chevrolets, through VIN's 1W814954 (Celebrity) and 1N199861 (Impala/Caprice).

This condition may be caused by an inadequate application of the sealer coat between the primer and topcoats. The condition can be confirmed by applying a 3" strip of masking tape to the affected areas. Remove the tape using a quick snapping motion and note the removal of the topcoats with the tape.

To repair this condition, it is only necessary to remove the lacquer topcoats. A lacquer removing solvent will do this with-out disturbing the factory primer and anti-chip material. A sealer coat will have to be applied as specified below.

The following procedure will result in a successful repair of this condition:

1. Remove the lacquer top color and ground (same color as the prime) coats using a lacquer removing solvent or an acrylic lacquer paint remover such as, RM Feather Edger #830, DuPont Acrylic Removing Solvent #3907-S or equivalent. These solvents will not disturb the factory prime. No sanding should be necessary.

2. Thoroughly clean the area using RM Pre-Kleano #900, DuPont Prep-Sol #3919-S or equivalent.

3. Apply a sealer coat per the manufacturer's instructions. Use RM Clear Adhesive #811, DuPont Clear Adhesive #2129-S or equivalent.

4. Apply the acrylic lacquer color coat.

5. Allow to dry and compound as required.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
