CUSTOMER SATISFACTION CAMPAIGN
General Motors has decided that certain 1997 J and N model vehicles may exhibit a condition in which the ignition key can be inserted into the ignition lock cylinder, but the cylinder will not always cycle to the "run" position. To prevent the possibility of this condition occurring, dealers are to replace the tumblers in the ignition lock cylinder.
VEHICLES INVOLVED
Involved are certain 1997 J and N model vehicles built within the following VIN breakpoints:

PARTS INFORMATION
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). Please refer to your "involved vehicles listing" prior to ordering requirements. Normal orders should be placed on a DRO = Daily Replenishment Order. An emergency requirement should be ordered on a CSO = Customer Special Order.

CUSTOMER NOTIFICATION
Customers will be notified of this campaign on their vehicles by General Motors (see copy of typical customer letter included with this bulletin - actual divisional letter may vary slightly).
DEALER CAMPAIGN RESPONSIBILITY -
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
SERVICE PROCEDURES
Follow Service Procedure 'A' for involved vehicles with column-mounted ignition lock cylinders (Chevrolet Cavalier, Pontiac Sunfire, Pontiac Grand Am, Oldsmobile Achieva, Buick Skylark)
Follow Service Procedure 'B' for involved vehicles with dash-mounted ignition lock cylinders (Chevrolet Malibu, Oldsmobile Cutlass)
Procedure 'A' (column-mounted ignition lock cylinders)
Please refer to the appropriate 1997 Service Manual (section 8C2, pages 3-7; section O-A, pages 8-1 1 ) for illustrations related to this service procedure.
1. Record radio station pre-sets.
2. Disconnect negative battery cable.
3. Remove Supplemental Inflatable Restraint (S.I.R.) fuse from fuse block.
4. On Grand Am, Skylark, and Achieva vehicles, turn two locking retainers and move the LH sound insulator panel to gain access to the S.I.R. connector.
5. Remove connector position assurance (CPA) pin and separate the driver's side S.I.R. connector (yellow).
6. On vehicles with tilt steering wheel, remove tilt lever by gripping firmly and turning counterclockwise.
If necessary, use locking pliers with a piece of rubber, such as a spark plug boot, between the jaws to aid in preventing damage to the lever during removal.
7. Remove the upper half of the steering column cover.
8. Remove three (3) screws and remove the lower half of the steering column cover.
9. Disengage Passlocke electrical connector.
10. Insert key into ignition and turn to "RUN" position.
11. Depress locking button on back side of column housing assembly and remove lock cylinder from the housing.
12. Align retaining lug on cylinder with slot in sleeve. Using a small screwdriver, carefully depress the cylinder retainer and remove the sleeve from the cylinder.
13. Determine the tumbler numbers and arrangement by placing the tip of the key directly over the tip of the illustrated key in section OA of the 1997 Service Manual. Be sure the key is outlined by the diagram.
14. Starting with position number one, determine and record the number of each tumbler in each of the nine tumbler positions.
15. Using a small, thin-bladed screwdriver, carefully pry off the spring retainer.
In some cases, it may be necessary to use a dental pick or similar instrument to push some of the staked ignition cylinder metal clear of the edges of the retainer to allow removal of the retainer without tearing.
16. Carefully remove the nine tumbler springs and set aside for re-installation.
17. Remove the old tumblers and discard (only after the tumbler numbers have been determined and recorded).
18. Select the required new tumblers (P/Ns 2852732 33, 34, 35) and insert in their proper slots in the correct order. Pull the side bar out with your fingers so that the tumblers will drop completely into place.
19. Insert one tumbler spring above each tumbler.
20. Lubricate the tumblers with GM P/N 12346241 Super Lube multi-purpose lubricant or equivalent.
21. Insert a new spring retainer so that its end prongs slide into the slots at each end of the cylinder.
22. Press the retainer down. Make sure that the retainer is fully seated in the depression.
23. While holding the spring retainer in position, insert the key into the lock cylinder to check for proper tumbler installation. The side bar will drop down flush with the cylinder diameter if the tumblers are installed properly. Disassemble and reassemble if necessary.
24. Remove the key and place the lock cylinder assembly into J-41340 Lock Cylinder Staking and Holding Fixture (or other appropriate holding device).
Make sure the spring retainer is facing up and is positioned directly under the punch slots.
Push the cylinder into the lock cylinder staking and holding fixture as far as it will go. The punch slot needs to be butted up against the cylinder bezel. Secure lock cylinder in fixture.
25. Hold the flat side of the punch squarely against the face of the cylinder bezel and stake the retainer in place by staking lock cylinder metal over the retainer corners.
26. Remove the punch and rotate it 180. Hold it squarely against the end of the punch slot and stake metal over the other end of the retainer.
27. Remove the cylinder from the holding fixture and inspect the retainer staking to make sure the deformed material is touching the retainer to secure the retainer in position. Repeat staking if necessary.
28. Lubricate the detent pins and cylinder retainer with GM P/N 12345996 or equivalent high temperature paste type grease. Do not use a spray type grease.
29. Lubricate the cylinder retainer slot GM P/N 12345996 paste type grease and insert the retainer spring and the cylinder retainer into the slot in the cylinder.
30. Make sure the lock cylinder retainer and retainer spring are properly positioned in the lock cylinder. Align lock cylinder with sleeve and push cylinder into sleeve. Make sure cylinder is properly retained in sleeve.
31. Install the lock cylinder into the steering column.
Insert the ignition key into the lock cylinder.
Make sure the sector is in the "RUN" position.
Line up the locking tab with the slot in the housing assembly and push into position.
32. Engage Passlock electrical connector. Verify connector engagement.
33. Re-install the lower half of the steering column cover. Secure with three screws. Tighten to 4 N-m (2.9 lb ft).
34. Re-install the upper half of the steering column cover (snap-in).
35. Re-install tilt steering wheel lever by gripping firmly and turning clockwise.
36. Connect driver's side S.I.R. connector (yellow). Install connector assurance (CPA) pin.
37. Position and secure the LH sound insulator panel with two locking retainers.
38. Install the S.I.R. fuse to the fuse block.
39. Connect the negative battery cable.
40. Reset previously recorded radio pre-sets.
41. Install the GM Campaign Identification Label.
Procedure 'B' (dash-mounted ignition lock cylinders)
Please refer to the appropriate 1997 Service Manual (section 8C, pages 9-13; section O-A, pages 7-10) for illustrations related to this service procedure.
1. Record radio station pre-sets.
2. Disconnect negative battery cable.
3. Remove Supplemental Inflatable Restraint (S.I.R.) fuse from fuse block.
4. Disengage two push-pin retainers and move the LH sound insulator panel to gain access to the S.I.R. connector.
5. Remove connector position assurance (CPA) pin and separate the driver's side S.I.R. connector (yellow).
6. Remove two (2) screws from cluster trim plate.
7. Gently pry out the cluster trim plate to disengage retainers
8. Disengage dimmer switch, hazard switch and fog lamp switch leads (fog lamp-Chevrolet only). Pull trim plate rearward to remove.
9. Remove four (4) screws from instrument cluster.
10. Pull cluster rearward to remove. Disengage cluster electrical connector.
11. Using a small screwdriver, carefully pry off the lock cylinder bezel.
12. Set parking brake and insert key to ignition lock cylinder and turn to the "ON" position. Move shift lever to the full rearward position.
13. Carefully pull the accessory/radio trim plate loose to disengage retainers and lean against the center console.
14. Remove two (2) 10 mm bolts from the lock cylinder housing.
15. Slide ignition switch housing forward and rotate upward to access release button.
16. Use a small screwdriver to depress the release button (at @ the 4 o'clock position) and remove lock cylinder and sleeve from the housing.
17. Align retaining lug on cylinder with slot in sleeve. Using a small screwdriver, carefully depress the cylinder retainer and remove the sleeve from the cylinder.
18. Determine the tumbler numbers and arrangement by placing the tip of the key directly over the tip of the illustrated key in section OA of the 1997 Service Manual. Be sure the key is outlined by the diagram.

24. Lubricate the tumblers with GM P/N 12346241 Super Lube multi-purpose lubricant or equivalent.
25. Insert a new spring retainer P/N 26047315 so that its end prongs slide into the slots at each en-d of the cylinder.
26. Press the retainer down. Make sure that the retainer is fully seated in the depression.
27. While holding the spring retainer in position, insert the key into the lock cylinder to check for proper tumbler installation. The side bar will drop down flush with the cylinder diameter if the tumblers are installed properly. Disassemble and reassemble if necessary.
28. Remove the key and place the lock cylinder assembly into J-41340 Lock Cylinder Staking and Holding Fixture (or other appropriate holding device).

33. Lubricate the cylinder retainer slot with GM P/N 12345996 paste type grease and insert the retainer spring and the cylinder retainer into the slot in the cylinder.
34. Insert the ignition key into the lock cylinder and rotate to the "ON" position.
35. Make sure the lock cylinder retainer and retainer spring are properly positioned in the lock cylinder. Align lock cylinder with sleeve and push cylinder into sleeve. Make sure cylinder is properly retained in sleeve.
36. Align lock cylinder and sleeve assembly to ignition housing and install to housing.
37. Position ignition housing to dash and secure to dash with two (2) 10 mm bolts. Tighten to 9 N-m (6.6 lb ft).
38. Position accessory/radio trim plate and push in to seat retainers.
39. Move shift lever forward to "Park" position. Turn key to "off" position and remove. Release park brake.
40. Install bezel to lock cylinder.
41. Position instrument cluster to dash, engage electrical connector and verify connections.
42. Secure instrument cluster in position with four (4) screws. Tighten to 2.3 N-m (18 lb in).
43. Position cluster trim plate to cluster. Engage dimmer switch, hazard switch and fog lamp switch leads and verify connections (fog lamp-Chevrolet only).
44. Push cluster trim plate into place to seat retainers. Secure trim plate with two (2) screws. Tighten to 2.3 N-m (18 lb in).
45. Connect the driver's side SIR. connector (yellow). Install connector assurance (CPA) pin.
46. Position and secure the LH sound insulator panel with push-pin retainers.
47. Install the S.I.R. fuse to the fuse block.
48. Connect the negative battery cable.
49. Reset previously recorded radio pre-sets.
50. Install the GM Campaign Identification Label.
CAMPAIGN IDENTIFICATION LABEL
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to install the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
Apply the "Campaign Identification Label" only on a clean, dry surface.

The amount identified in the "Net Item" column should represent the sum total of the Current GMSPO Dealer Net Price plus 40% for lubricants needed to perform the required repair (not to exceed $0.23, which includes the 40% mark-up).

23. While holding the spring retainer in position, insert the key into the lock cylinder to check for proper tumbler installation. The side bar will drop down flush with the cylinder diameter if the tumblers are installed properly. Disassemble and reassemble if necessary.
24. Remove the key and place the lock cylinder assembly into J-41340 Lock Cylinder Staking and Holding Fixture (or other appropriate holding device).
Make sure the spring retainer is facing up and is positioned directly under the punch slots.
Push the cylinder into the lock cylinder staking and holding fixture as far as it will go. The punch slot needs to be butted up against the cylinder bezel. Secure lock cylinder in fixture.
25. Hold the flat side of the punch squarely against the face of the cylinder bezel and stake the retainer in place by staking lock cylinder metal over the retainer comers.
26. Remove the punch and rotate it 180*. Hold it squarely against the end of the punch slot and stake metal over the other end of the retainer.
27. Remove the cylinder from the holding fixture and inspect the retainer staking to make sure the deformed material is touching the retainer to secure the retainer in position. Repeat staking if necessary.
28. Lubricate the detent pins and cylinder retainer with GM Part Number 12345996 or equivalent high temperature paste type grease. Do not use a spray type grease.
29. Lubricate the cylinder retainer slot GM Part Number 12345996 paste type grease and insert the retainer spring and the cylinder retainer into the slot in the cylinder.
30. Make sure the lock cylinder retainer and retainer spring are properly positioned in the lock cylinder. Align lock cylinder with sleeve and push cylinder into sleeve. Make sure cylinder is properly retained in sleeve.
31. Install the lock cylinder into the steering column.
Insert the ignition key into the lock cylinder.
Make sure the sector is in the "RUN" position.
Line up the locking tab with the slot in the housing assembly and push into position.
32. Engage Passlock electrical connector. Verify connector engagement.
33. Reinstall the lower half of the steering column cover. Secure with three screws. Tighten to 4 N m (2.9 lb. ft.).
34. Reinstall the upper half of the steering column cover (snap-in).

35. Reinstall tilt steering wheel lever by gripping firmly and turning clockwise.
36. Connect driver's side S.I.R. connector (yellow). Install connector assurance (CPA) pin.
37. Position and secure the LH sound insulator panel with two locking retainers.
38. Install the S.I.R. fuse to the fuse block.
39. Connect the negative battery cable.
40. Reset previously recorded radio pre-sets.
41. Install Campaign Identification Label.
Procedure 'B' (dash-mounted ignition lock cylinders)
Please refer to the appropriate 1997 Service Manual (section 8C, pages 9-13; section 0-A, pages 7-10) for illustrations related to this service procedure.
1. Record radio station pre-sets.
2. Disconnect negative battery cable.
3. Remove Supplemental Inflatable Restraint (S.I.R.) fuse from fuse block.
4. Disengage two push-pin retainers and move the LH sound insulator panel to gain access to the S.I.R. connector.
5. Remove connector position assurance (CPA) pin and separate the driver's side S.I.R. connector (yellow).
6. Remove two (2) screws from cluster trim plate.
7. Gently pry out the cluster trim plate to disengage retainers.
8. Disengage dimmer switch, hazard switch and fog lamp switch leads (fog lamp - Chevrolet only). Pull trim plate rearward to remove.
9. Remove four (4) screws from instrument cluster.
10. Pull cluster rearward to remove. Disengage cluster electrical connector.
11. Using a small screwdriver, carefully pry off the lock cylinder bezel.
12. Set parking brake and insert key to ignition lock cylinder and tum to the "ON" position. Move shift lever to the full rearward position.
13. Carefully pull the accessory/radio trim plate loose to disengage retainers and lean against the centre console.
14. Remove two (2) 1 0 mm bolts from the lock cylinder housing.
15. Slide ignition switch housing forward and rotate upward to access release button.
16. Use a small screwdriver to depress the release button (at the 4 o'clock position) and remove lock cylinder and sleeve from the housing.
17. Align retaining lug on cylinder with slot in sleeve. Using a small screwdriver, carefully depress the cylinder retainer and remove the sleeve from the cylinder.

18. Determine the tumbler numbers and arrangement by placing the tip of the key directly over the tip of the illustrated key in section OA of the 1997 Service Manual. Be sure the key is outlined by the diagram.
Starting with position number one, determine and record the number of each tumbler in each of the nine tumbler positions.
19. Using a small, thin-bladed screwdriver, carefully pry off the spring retainer.
In some cases, it may be necessary to use a dental pick or similar instrument to push some of the staked ignition cylinder metal clear of the edges of the retainer to allow removal of the retainer without tearing.
20. Carefully remove the nine tumbler springs and set aside for reinstallation.
21. Remove the old tumblers and discard (only after the tumbler numbers and sequence have been determined and recorded).
22. Select the required new tumblers (Part Numbers 2852732, 33, 34, 35) and insert in their proper slots in the correct order. Pull the side bar out with your fingers so that the tumblers will drop completely into place.
23. Insert one tumbler spring above each tumbler.
24. Lubricate the tumblers with GM Part Number 12346241 Super Lube multi-purpose lubricant or equivalent.
25. Insert a new spring retainer Part Number 26047315 so that its end prongs slide into the slots at each end of the cylinder.
26. Press the retainer down. Make sure that the retainer is fully seated in the depression.

33. Lubricate the cylinder retainer slot with GM Part Number 12345996 paste type grease and insert the retainer spring and the cylinder retainer into the slot in the cylinder.
34. Insert the ignition key into the lock cylinder and rotate to the "ON" position.
35. Make sure the lock cylinder retainer and retainer spring are properly positioned in the lock cylinder. Align lock cylinder with sleeve and push cylinder into sleeve. Make sure cylinder is properly retained in sleeve.
36. Align lock cylinder and sleeve assembly to ignition housing and install to housing.
37. Position ignition housing to dash and secure to dash with two (2) 10 mm bolts. Tighten to 9 N-m (6.6 lb. ft.).
38. Position accessory/radio trim plate and push in to seat retainers.
39. Move shift lever forward to "PARK" position. Tum key to "OFF" position and remove. Release park brake.
40. Install bezel to lock cylinder.
41. Position instrument cluster to dash, engage electrical connector and verify connections.
42. Secure instrument cluster in position with four (4) screws. Tighten to 2.3 N-m (I 8 lb. in.).
43. Position cluster trim plate to cluster. Engage dimmer switch, hazard switch and fog lamp switch leads and verify connections (fog lamp - Chevrolet only).
44. Push cluster trim plate into place to seat retainers. Secure trim plate with two (2) screws. Tighten to 2.3 N-m (I 8 lb. in.).
45. Connect the driver's side SIR. connector (yellow). Install connector assurance (CPA) pin.
46. Position and secure the LH sound insulator panel with push-pin retainers.
47. Install the S.I.R. fuse to the fuse block.
48. Connect the negative battery cable.
49. Reset previously recorded radio pre-sets.
50. Install Campaign Identification Label.
CAMPAIGN IDENTIFICATION LABEL
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. Additional Campaign Identification Labels can be obtained from DGN by calling 1-800-668-5539 (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST). Ask for Item Number GMP 91 when ordering.
Apply the "Campaign Identification Label" only on a clean, dry surface.
