General Motors has determined that certain 1987 Buick Skyhawk models fail to conform to the requirements of Federal Motor Vehicle Safety Standard 105, "Hydraulic Brake Systems." These vehicles might have been assembled with parking brake lever mechanisms which will not properly engage when applied.
In some of these vehicles, the parking brake can be applied and appear to be properly engaged and later, when the vehicle is unattended, it could disengage. If the transmission were neither in gear (manual transmission) nor in Park (automatic transmission), the vehicle could unexpectedly roll. In such an instance the vehicle might roll away uncontrolled, which could result in a vehicle crash without prior warning.
To correct this condition, dealers are to replace the parking brake lever assembly as outlined in the Technical Procedure section of this bulletin.

Dealers are to service all vehicles involved in this campaign at no charge to owners regardless of mileage, age of vehicle, or ownership, from this time forward.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Sections 108 and 114 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to civil penalty up to $1,000 for each such sale.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold, from your new vehicle inventory, are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
If your dealership has vehicles involved in this campaign, you will receive the following items:
- List of all vehicles involved in this campaign shipped to your dealership. - One (1) Parking Brake Lever Assembly tagged for Campaign 87-C-1 for each vehicle on your listing. - One (1) Campaign Identification Label for each vehicle.
Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings may contain the complete vehicle identification number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data will enable dealers to follow-up with owners involved in this campaign.
These computer listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
Owners of vehicles involved in this campaign will be notified by Buick Motor Division (See copy of owner letter included with this bulletin).
Dealers are to use the Dealer Communication System (D.C.S.) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the D.C.S., the need to send in a C.V.A.R. form for that vehicle is eliminated. Terminal input instructions are covered in the D.C.S. Manual under Section 9, Page 9-JOIA and B.
An 87-C-1 Parking Brake Lever Assembly for this campaign will be furnished "No Charge" by Buick for each vehicle involved. An additional 87-C-1 part can be obtained by contacting your Buick Zone Office.
1. Block wheels to prevent car from rolling. 2. Place gear selector in neutral. 3. Loosen parking brake cable at adjuster nut to allow cable to be disconnected from lever assembly. 4. Remove front ashtray and two (2) screws located below ashtray. 5. Remove snap ring retaining shift knob and remove shift knob. 6. Remove trim plate by pulling front end up first. 7. Remove three (3) screws under trim plate. 8. Remove rear ashtray and screws under ashtray, and lift off console. 9. Remove parking brake switch. 10. Remove parking brake cable from lever assembly. 11. Remove three (3) bolts securing lever to floor pan and remove lever. 12. Install new parking brake lever assembly and tighten attaching bolts to 25 N.m (18 ft. lbs.). 13. Reverse steps 1 through 10. 14. Apply parking brake lever exactly 5 ratchet clicks. 15. Raise car on hoist. 16. Check to make sure equalizer adjuster nut groove is liberally lubricated with grease. 17. Tighten adjusting nut until right rear wheel can be turned rearward, using two hands but is locked when forward rotation is attempted. 18. With parking brake lever mechanism totally disengaged, rear wheels must turn freely in either direction with no brake drag. 19. Lower car. 20. Install Campaign Identification Label.
Install a Campaign Identification Label. Each vehicle modified in accordance with the instructions outlined in this procedure will require a Campaign Identification Label. Each label provides a space to include the campaign number, the five (5) digit dealer code of the dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or ballpoint pen. When installing label, clean and dry the surface of the radiator upper mounting support and apply the campaign label where it is readily visible.
Replaced parts must be held for disposition by Buick contact personnel. Parts must have a claim tag attached showing the repair order and the VIN of the vehicle from which they were removed.

Always be sure that your transmission is placed in Park position if you have an automatic transmission, or Reverse if it's equipped with a manual transmission. This will assist in preventing the vehicle from rolling when parked.
To correct this condition on your vehicle, please contact your Buick dealer to arrange a service date to have the parking brake lever assembly replaced. This service will be performed at no charge to you.
Instructions for making this correction have been sent to your Buick dealer. The labor time necessary to complete the correction is approximately 35 minutes. Please ask your dealer if you wish to know how much additional time will be necessary to process your vehicle.
Your Buick dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and your vehicle's condition is not remedied on that date, or within five days, we recommend that you contact the Customer Assistance Department, Flint Home Office by calling 800-521-8350.
