CAMPAIGN: EVAPORATIVE CANISTER PURGE TVS

SUBJECT: EVAPORATIVE CANISTER PURGE THERMO VACUUM SWITCH (TVS)

MODELS AFFECTED: 1984 "D" BODY, "B" BODY, AND "E" BODY, AND "G" BODY VEHICLES EQUIPPED WITH 5.0L ENGINE (RPO LV2, VIN CODE Y AND 9)

CONDITION:

GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1984 VEHICLES EQUIPPED WITH 5.0L ENGINE (VIN Y AND 9) MAY EXPERIENCE AN INOPERATIVE CANISTER PURGE THERMO VACUUM SWITCH (TVS). AN INOPERATIVE CANISTER PURGE TVS CAN AFFECT THE INTENDED FUNCTION OF THE EVAPORATIVE EMISSION CONTROL SYSTEM.

VEHICLES INVOLVED:

INVOLVED ARE CERTAIN 1984 OLDSMOBILE CUTLASS SUPREME, CUTLASS CALAIS, DELTA 88, CUSTOM CRUISER, NINETY-EIGHT, AND TORONADO MODELS EQUIPPED WITH 5.0L ENGINES (VIN CODE Y OR 9) PRODUCED FROM THE START OF PRODUCTION THROUGH THE END OF PRODUC- TION.

INVOLVED ARE CERTAIN 1984 BUICK MODELS EQUIPPED WITH 5.0L ENGINE (VIN CODE Y) PRODUCED WITHN THE FOLLOWING VIN BREAKPOINTS:

DEALER ACTION:

TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO INSPECT AND, IF REQUIRED, REPLACE THE CANISTER PURGE TVS ON ALL INVOLVED VEHICLES. IF THERE IS EVIDENCE OF INTENTIONAL DISABLEMENT OF THE EVAPORATIVE EMISSION SYSTEM, THE DEALER IS TO NOTIFY THE VEHICLE OWNER OF THIS CONDITION AND ASK IF HE/SHE WANTS THE SYSTEM RESTORED. RESTORATION COST IS THE RESPONSIBILITY OF THE OWNER.

DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHANGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP FROM THIS TIME FORWARD.

WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR USED CAR INVENTORY, OR IT IS IN YOUR DEALERSHIP FOR SERVICE, YOU ARE TO ENSURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.

DEALERS ARE TO CONTACT OWNERS OF VEHICLES RECENTLY SOLD FROM YOUR USED VEHICLE INVENTORY AND ARRANGE FOR THE CAMPAIGN CORRECTION TO BE PERFORMED.

DEALER MATERIAL:

IF YOUR DEALERSHIP HAS VEHICLES INVOLVED IN THIS CAMPAIGN, YOU WILL RECEIVE THE FOLLOWING ITEMS:

LISTING OF ALL VEHICLES INVOLVED IN THIS CAMPAIGN IN THE AREA OF YOUR DEALERSHIP.

ONE CAMPAIGN IDENTIFICATION LABEL FOR EACH VEHICLE.

INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. COMPUTER LISTINGS CONTAIN THE COMPLETE VIN, OWNER NAVE AND ADDRESS DATA, AND ARE FURNISHED TO THE INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW UP WITH OWNERS INVOLVED IN THIS CAMPAIGN.

THESE LISTINGS MAY CONTAIN OWNER MANES AND ADDRESSES OBTAINED FROM MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THE FOLLOW UP NECESSARY TO COMPLETE THIS CAMPAIGN.

OWNER NOTIFICATON:

OWNERS WILL BE NOTIFIED OF THIS CAMPAIGN BY GENERAL MOTORS (SEE COPY OF OWNER LETTER INCLUDED WITH THIS BULLETIN).

CHANGE OF OWNER INFORMATION:

DEALERS ARE TO USE THE DEALER COMMUNICATION SYSTEM(DCS) TO PROVIDE GENERAL MOTORS WITH SUBSEQUENT OWNER INFORMATION. BY REPORTING A CHANGE OF OWNER NAME OR ADDRESS OF A VEHICLE IN CAMPAIGN STATUS OVER THE DCS, THE NEED TO SEND A CVAR FORM FOR THAT VEHICLE IS ELIMINATED. TERMINAL INPUT INSTRUCTIONS ARE COVERED IN THE DCS MANUAL.

PARTS INFORMATION:

PARTS REQUIRED TO COMPLETE THIS CAMPAIGN ARE TO BE OBTAINED FROM GENERAL MOTORS SERVICE PARTS OPERATION (GMSPO). TO ENSURE THAT PARTS ARE OBTAINED AS SOON AS POSSIBLE, THEY SHOULD BE ORDERED ON A C.I.O. ORDER WITH NO SPECIAL INSTRUCTION CODE, BUT ON AN ADVISE CODE (2).

PART NUMBER DESCRIPTION QUANTITY/VEHICLE

22536551 SWITCH, THERMO VACUUM 1 CANISTER PURGE

TECHNICAL PROCEDURE:

1. OPEN HOOD AND INSTALL FENDER COVERS.

2. FIND THE CANISTER TVS (SEE APPLICABLE FIGURE 1 OR 3) AND OBSERVE THE COLOR OF ITS TOP.

IF THE TOP OF THE CANISTER TVS IS BLACK (P/N 22536551), PROCEED DIRECTLY TO STEP 14.

IF THE TOP OF THE CANISTER TVS IS WHITE (P/N 03048075), OR RED (P/N 22514776), PROCEED TO STEP 3. WHITE AND RED TOP CANISTER THERMO VACUUM SWITCHES (TVS) ARE TO BE REPLACED REGARDLESS OF THEIR AGE OR OPERATING CONDITION.

3. DISCONNECT NEGATIVE BATTERY CABLE.

4. DRAIN COOLANT (SAVE IN A CLEAN CONTAINER FOR REUSE) TO A LEVEL JUST BELOW THE TVS. DRAIN COOLANT ACCORDING TO THE PROCEDURE AND CAUTIONS LISTED IN THE 1983 CHASSIS SERVICE MANUAL ON PAGE 6B-5.

5. REMOVE AIR CLEANER.

6. REMOVE A/C COMPRESSOR SUPPORT BRACE. ON THE "E" BODY AND "G" BODY COUPE DISCONNECT THE ELECTRICAL CONNECTOR AT THE A/C COMPRESSOR, LOOSEN THREE COMPRESSOR MOUNTING BOLTS, REMOVE BELT, REMOVE BOLTS AND MOVE A/C COMPRESSOR ASIDE TO PROVIDE ACCESS TO THE TVS.

7. DISCONNECT VACUUM HOSES FROM CANISTER PURGE TVS AND REMOVE TVS (SEE APPROPRIATE FIGURE). USE TVS SWITCH SOCKET WRENCH J 26435 (OR J 26435-A), OR EQUIVALENT 7/8" SOCKET WITH A SLOT IN THE SIDE.

8. NEW CANISTER PURGE TVS PART NUMBER 22536551 HAS THE THREADS PRECOATED WITH SEALANT. IF THE THREADS ARE NOT PRECOATED, THEN COAT WITH THREAD SEALANT, PART NUMBER 1052080, OR EQUIVALENT. INSTALL USING TVS SWITCH SOCKET WRENCH J26435, OR EQUIVALENT.

9. REINSTALL VACUUM HOSES TO TVS AS SHOWN IN FIGURE 2. HOSE ROUTINGS SHOULD BE AS SHOWN IN THE APPLICABLE FIGURE (1 OR 3).

10. REINSTALL AIR CLEANER ENSURING ALL HOSE AND ELECTRICAL CONNECTIONS ARE MADE.

11. REINSTALL A/C COMPRESSOR SUPPORT BRACE. ON THE "E" BODY AND "G" BODY COUPE, REINSTALL A/C COMPRESSOR TO MOUNTING BRACKETS, REINSTALL BOLTS AND BELT. USING A BELT TENSION GAGE, TENSION (USED) BELT TO 400 N. (90 LBS.) MINIMUM. TORQUE MOUNTING BOLTS TO 50 N.M (38 LBS. FT.). RECONNECT ELECTRICAL CONNECTOR TO COMPRESSOR.

12. REFILL COOLANT, FOLLOWING THE PROCEDURE AND CAUTION LISTED ON PAGE 6B-5 AND 6B-6 FO THE 1983 BUICK CHASSIS SERVICE MANUAL.

13. RECONNECT NEGATIVE BATTERY CABLE.

14. INSTALL A CAMPAIGN IDENTIFICATION LABEL.

15. REMOVE FENDER COVERS AND CLOSE HOOD.

CAMPAIGN IDENTIFICATION LABEL:

EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUT- LINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE 5 DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN.

EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE FAN SHROUD TOP SURGACE IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.

APPLY "CAMPAIGN IDENTIFICATION LABEL" ONLY ON A CLEAN DRY SURFACE.

DISPOSITION OF REPLACED PART:

REPLACED PARTS MUST BE HELD FOR DISPOSITON BY BUICK ZONE/BRANCH CONTACT PERSONNEL. EACH REPLACED PART MUST HAVE A CLAIM TAG ATTACHED SHOWING THE REPAIR ORDER AND THE VIN OF THE VEHICLE FROM WHICH IT WAS REMOVED.

1. CUSTOMER PRESENTS DEALER WITH ORIGINAL PAID RECEIPTS COVERING REPAIRS.

2. DEALER COMPLETES A REPAIR ORDER (R.O.) SHOWING THE FOLLOWING:

REPAIR ORDER DATE VEHICLE IDENTIFICATION NUMBER. CURRENT MILEAGE OWNERS ADDRESS ATTACHES ORIGINAL OWNER'S OR DEALER'S PAID INVOICED/RECEIPTS COVERING REPAIR. USE LABOR OPERATION NUMBER T4650 AND FAILURE CODE 96 ENTERS TOTAL OF REIMBURSEMENT BASED ON 100% OF OWNERS EXPENSE RELATED TO REPLACEMENT OF CANISTER PURGE TVS.

3. OWNER SIGNS THE REPAIR ORDER AS ACKNOWLEDGEMENT OF REQUESTED REIMBURSEMENT AMOUNT.

4. OWNER IS GIVEN A COPY OF REPAIR ORDER.

5. DEALER ASSIGNS A WARRANTY MANAGEMENT SYSTEM (WMS) AUTHORIZATION CODE TO THE CLAIM AND ENTERS IT ON THE WMS AUTHORIZATION LOG.

6. THE DEALER SUBMITS A CLAIM TO BUICK FOR PROCESSING.

7. DEALER ISSUES THE OWNER A REIMBURSEMENT CHECK FOR THE APPROVED AMOUNT. THE CHECK NUMBER MUST BE ENTERED ON THE REPAIR ORDER AND A COPY OF THE CHECK MUST BE ATTACHED TO ORIGINAL PAID INVOICES/RECEIPTS.

8. ALL SUPPORTING DOCUMENTATION MUST BE AVAILABLE FOR REVIEW OF BUICK PERSONNEL AS NEEDED.

NOTICE: REFER TO BUICK SERVICE POLICIES AND PROCEDURES MANUAL, SECTION 1.6.1 FOR SPECIFIC PROCEDURES FOR CUSTOMER REIMBURSEMENT VERIFICATION.

IN THE EVENT THE DEALER SERVICE MANAGER AND THE OWNER CANNOT REACH AGREEMENT ON AMOUNT ELIGIBLE FOR REIMBURSEMENT AFTER REVIEW OF INVOICES/RECEIPTS, THE ZONE/BRANCH SHOULD BE CONTACTED FOR DETERMINATION OF COVERED EXPENSES. IN SUCH CASES, AN EXPLANATION SHOULD BE INCLUDED ON THE R.O.
