General Motors has determined that CERTAIN 1996 Buick Century Wagon model vehicles were assembled without the rear lift gate window air deflector. The rear lift gate window air deflector is identified on the window price list as standard equipment.
To correct this condition, dealers are to inspect and if required, install a new standard equipment rear lift gate window air deflector, or provide the customer a refund of $ 100 in place of receiving the rear lift gate window air deflector. All new vehicles in dealer inventory are to have a rear lift gate window air deflector installed before delivery to a customer.
Involved are certain 1996 Buick Century wagon model vehicles built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, customer name and address, and are furnished to involved dealers with the campaign bulletin. Customer name and address data furnished will enable dealers to follow-up with customers involved in this campaign.
These listings may contain customer names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but (in an advise code (2). All Goodwrench parts system test dealers should order on a "V.I.P." order.

Customers will be notified of this campaign on their vehicles by Buick Motor Division (see copy of customer letter included with this bulletin).
All unsold new vehicles in dealers' possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers of vehicles recently sold from your vehicle inventory with no customer information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. Campaign follow- up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

If present, proceed to step 12.
b. Inspect dealer records to determine if dealer has previously refunded cost for rear lift gate window air deflector. If previous refund occurred, proceed to step 12.
c. If neither of above conditions are met, proceed to Installation on all new vehicles in dealer stock and on those vehicles where customer chooses installation. Proceed to Refund on those vehicles when the customer chooses $ 100 refund.
FOR ALL INVOLVED VEHICLES IN CUSTOMER'S POSSESSION
Have customer sign and date the "Option Selection Form" (included with the customer notification letter) indicating which option the customer is choosing (refund or installation) . Proceed with the service procedure which follows if the customer chooses to have the rear lift gate window air deflector installed.
2. Paint deflector (utilizing normal clearcoat/colorcoat procedures) to match vehicle exterior color.
3. Disconnect pivot glass gas supports and wiring.
4. Open pivot glass, premark hinge location on glass, and remove screws holding glass to hinges, with an assistant supporting the glass. Hinge-to-glass insulators will be reused, old hinges will not be reused.
5. Remove liftgate upper trim panel.
6. Remove pivot glass hinges .
7. Tape air deflector to new hinges prior to glass installation.
8. Install NEW pivot glass/air deflector hinges and torque hinge-to-body nuts to 9 N.m (80 lb.in.).
9. Install upper trim panel.
10 Install liftgate glass and torque hinge-to-glass bolts to 9 N.m (80 lb. in.).
11. Install pivot glass gas supports and wiring.
12. Install Campaign Identification Label.
FOR ALL INVOLVED VEHICLES IN CUSTOMER'S POSSESSION
Have customer sign and date the "Option Selection Form" (included with the customer notification letter) indicating which option the customer is choosing (refund or installation). If the customer chooses to receive the $100 refund, install a Campaign Identification Label and proceed to the "Claim Information" section.
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the customer. When using the new campaign identification label, be sure to install the clear protective covering. Additional "Campaign Identification Labels" can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday through Friday 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
Apply "Campaign Identification Label" on a clean dry surface.
Submit a Product Campaign Claim using the one proper operation with information indicated below:
